The pub on the A69 at Aglionby, the hamlet immediately east of the city on the Newcastle road. It stood on the roadside, which is what a coaching name like this usually means: a pub facing the traffic rather than a village. The Ordnance Survey's 25-inch map of 1861 to 1863 names it the Waterloo Inn, at Powmaughan Bridge, and other records give the place as Wheelbarrow Hall, or simply Waterloo. It was not Aglionby's only inn: the Sportsman traded in the hamlet from at least 1855 to 1906. A Waterloo listed only as being on the A69, the Brampton road, may well be this pub.

It is recorded from 1848. That September a stray heifer was taken up 'at the Waterloo Inn, Wheelbarrow Hall', and John Goodfellow, at the inn, asked the owner to collect it. It was very probably the 'Waterloo Inn, Warwick Road' where the Carlisle Harriers met on 3 January 1851. Mrs Fanny Wilson kept it in 1897 and William Robinson in 1906, with Kelly's giving its address as Wheelbarrow Hall. The Cumberland News's list of July 1916 has it as the 'Waterloo Inn, Waterloo'.

It was an Iredale's house. The scheme took it in February 1918: the Cumberland News of 23 March 1918 lists it among four houses placed under the Board's direct management since the Carlisle committee's last meeting, with the Black Lion at Durdar, the Bridge End Inn at Hawksdale and the Golden Lion Hotel at Maryport. Its roll of 1920 lists the Waterloo at Aglionby, near Carlisle, at number 54. Plans for a major reconstruction were approved in the 1960s, and the scheme sold it to Greenall Whitley in April 1973.

It closed as a pub in 2007 or 2009, the records differing, and CAMRA record it as permanently closed. By July 2011 a photograph shows it open as an Indian restaurant called Rahi at the Waterloo, and it was still Rahi in 2018. It is now Khan's at the Waterloo, run by the Khan family, Indian and Bangladeshi, and by the reviews one of the better places to eat near the city. The pub name has outlived the pub through at least two restaurants. It is a short walk from Carlisle Golf Club, whose clubhouse is now the only bar at Aglionby.
